Plot[]

In response to his actions, Omega Shenron kills Paragus. One of Omega Shenron's siblings, Eis Shenron, gives the Omega Shenron Vegeta's Dragon Ball. Omega Shenron swallows the Dragon Ball to absorb it's power. He orders his children, also known as the Shadow Dragons, to invade Earth in order to find both the Dragon Balls that are there. Pretending to pledge loyalty to Omega Shenron, Vegeta slowly approaches and unsuccessfully attempts to assassinate him using his Super Saiyan 4 Final Shine Attack. Omega Shenron murders Vegeta by snapping his neck, dropping his corpse in front of an incapacitated Goku. Omega Shenron uses his power to destroy the Statesman while he and the Shadow Dragons depart, leaving Goku to cry over his brother's dead body as the ship explodes around him.

Meanwhile, on Earth, Kurama crashes into the Amestrian Sanctum and turns back into Naruto Uzumaki, informing Touya Mochizuki and Yae Kokonoe about Omega Shenron. Touya and Naruto find Edward Elric, who was having a date with Winry Rockbell, and bring him to the Sanctum as well. Touya, Yae, Naruto and Edward eventually surmise that Omega Shenron is looking for the two Earthbound Dragon Balls, one held in Touya's Smartphone, and the other part of Greed. Naruto tells Edward to call Sorey so he can help them to locate Greed, but Edward reveals that he and Sorey chose different paths due to the Jump Force's Civil War.

Before Edward can begrudgingly make the call, he notices a change in air flow. A massive, ring-shaped ship hovers above Amestria. Touya manages to shut the ships engine off as Eis Shenron and Rage Shenron approach them. While Touya, Edward, Yae and Naruto (who is no longer able to tap into Kurama's chakra) confront the invaders, the Q-Ship is witnessed from afar by Kirito who rushes in to investigate. A turbulent battle erupts in the streets, and while the brutish Rage Shenron is stranded in the Arctic via Touya's portal spell, Eis Shenron, a fierce cryomancer, successfully abducts Touya, with Dragon Ball in tow. Unbeknownst to Eis, however, both Edward Elric and Kirito - who is granted his Photon Berserker NerveGear (which also changes him into a female, much to his dismay) - manage to get into Eis' Q-Ship.

Meanwhile, Oceanus Shenron and Nuova Shenron ambush Greed, who attempts to live a normal life with Rias Gremory in Scotland. Greed is deeply weakened in the attack while Rias barely manages to hold her own against both Shadow Dragons. However, reinforcements arrive in the form of Sorey (no longer wearing the garb of the Shepard), Zavied and Akame, who have been contacted and filled in by Naruto. Together, they force Oceanus Shenron and a heavily wounded Nuova Shenron to retreat. This faction of the Jump Force return to the Jump Force Facility.

Having survived the vacuum of space after the Statesman's blast, Goku is rescued by the Soul Guardians, who received the Saiyan's distress call. They take him aboard their spaceship, and Goku explains what happened to his people. They figure that Omega Shenron will be headed to Wa-ria in order to take the Dragon Ball there from Sosuke Aizen. Goku decides to leave for Xeno's Throne, as he intends to ask the King of Everything to give him more power. Goku leaves with Renji Abarai and Chad while Ichigo Kurosaki, Rukia, Uryu and Orihime depart for Wa-ria.

Remembering how Omega Shenron destroyed half of her people and adopted her in the process, Rukia makes Ichigo promise that he will kill her if she gets captured by Omega. As they arrive on a deserted Wa-ria, the Soul Guardians witness Omega Shenron violently interrogating Aizen over the location of his Dragon Ball. Unfortunately, Omega Shenron realizes of the group's presence after Orihime incapacitated Uryu, who tried to approach and kill Omega Shenron because of the death of his mentor. Rukia goes on the offense, attacking and promptly defeating Omega Shenron, who falls to the ground, seemingly killed.

However, the group discover that Omega Shenron has already acquired Aizen's Dragon Ball and has been using it to cast a massive illusion. He drops the illusion, revealing a burning Wa-ria and himself, alive and well. Omega Shenron had expected Rukia to come and fight him, and is aware that she is the only person who knows the location of an elusive Dragon Ball. Omega Shenron easily subdues Rukia and incapacitates Uryu and Orihime. Despite Ichigo's attempt to kill Rukia, Omega Shenron uses Aizen's Dragon Ball to stop him, teleporting away with Rukia back into the Sanctuary II.

Back on Earth, Sorey, Zavied, Akame, Greed, and Rias are reunited with Roy Mustang and Naruto at the Jump Force Facility. Together, they decide that Greed's Dragon Ball must be destroyed so that Omega Shenron cannot obtain it. However, in order to do so without killing Greed, Sorey suggests traveling to the technologically-advanced nation of Shura.

In Shura, Kenshiro and Lin deliver a new, Quinke Metal arm to Mikleo, who has recovered from his mental programming.

On Omega Shenron's ship, Rukia calls her adoptive father insane for planning to exterminate half of all life in the universe to balance it, although Omega Shenron insists on the righteousness of his project, referring to how Rukia's home dimension has been thriving since he eradicated half of its population. As Omega Shenron needs all seven Dragon Balls to fulfill his goal, he reveals that Rukia's brother Byakuya is his prisoner. Omega Shenron tortures Byakuya in front of Rukia. Unable to bear it, Rukia reveals that the Dragon Ball is hidden in the World of Void.

Omega Shenron and Rukia teleport to the World of Void, where they meet the former Lord of Calamity, Heldalf, now acting as a keeper for the Dragon Ball. Heldalf tells Omega Shenron that he has to sacrifice what he loves the most to obtain the Dragon Ball. This amuses Rukia, as she believes that Omega Shenron does not love anyone or anything, thus making him unable to complete his plans. However, as Omega Shenron weeps at her, Rukia understands that Omega Shenron actually loves her. Despite Rukia's plea, Omega Shenron chooses to sacrifice his adopted daughter and is rewarded with the Dragon Ball.

In the meantime, Goku, Renji and Chad land Xeno's Throne, where the temple has gone quiet and they encounter the Grand Priest, now the only remaining "Angel". They understand that Omega Shenron ordered the Grand Priest to give him his first Dragon Ball and killed the King of Everything so he could not stop him after that. However, Goku convinces the Grand Priest that they can work together to defeat Omega Shenron. In order to do so, they plan on fully unlocking what Goku has already tapped into; Mastered Ultra Instinct.

Goku successfully activates the incomplete Ultra Instinct, but due to the blockages in his mind, he is forced to risk his life to fully unlock it. Goku exposes himself to the powerful outburst of the Grand Priest's heavenly ki, which very nearly kills Goku. Goku survives, and with his hair now white in color, his eyes a brilliant silver, and his body covered in a heavenly aura, he successfully achieves Mastered Ultra Instinct.

In Eis Shenron's Q-Ship, Edward Elric and Kirito successfully rescue Touya Mochizuki by blowing a hole in the hull to send Eis Shenron into outer space. While Touya advocates returning to Earth, Edward suggests keeping the course set to keep an element of surprise over Omega Shenron, who is not expecting them. Touya agrees, but warns Edward that he will have to protect the Dragon Ball even if it means sacrificing Edward or Kirito.

They barely land the spaceship on the barren planet, where they are ambushed by the Soul Guardians, who have been directed there by Byakuya and who mistook them for Omega Shenron's minions. Nevertheless, the disagreement is quickly lifted and they all agree to work together. While the rest of them try to devise a plan, Touya uses his Smartphone to look into alternate futures. He then reports to his allies: out of the millions of futures he foresaw, they are victorious in none but one.

Omega Shenron arrives on the planet and is greeted by Touya. He gives a brief and impassioned speech on how this planet was his home and that overpopulation led it to ruin, as well as how he believes himself to be merciful as he could simply snap his fingers after acquiring all seven Dragon Balls. This would cause half the universe's population to cease to exist without causing much pain, after which Omega Shenron plans on simply resting. Nevertheless, the heroes engage Omega Shenron in an intense battle but Omega Shenron single-handedly repels the assaults of the Jump Force, the Soul Guardians, and Touya until Byakuya arrives and distracts him. Eventually, they are able to render Omega Shenron half-unconscious and attempt to remove his Dragon Balls from his chest. However, when Byakuya deduces that Omega Shenron has killed Rukia, Ichigo becomes enraged and attacks the Shadow Dragon, causing him to regain consciousness just as the Dragon Balls were about to be taken off with Edward's alchemy.

The fight turns decisively in Omega Shenron's favor as he unleashes the full might of the Dragon Balls upon his attackers, swiftly knocking them out. Omega Shenron then confronts and overpowers Touya but realizes that Touya never used his Smartphone in the fight because Touya hid it. Before he can try to locate it, Edward attacks him, but is quickly outmatched and seriously wounded when Omega Shenron stabs him in the stomach with his own auto-mail arm. As Omega Shenron prepares to execute Edward, Touya agrees to hand over the Smartphone, and thus the Dragon Ball within it to Omega Shenron in exchange for Edward being spared. Omega Shenron agrees and swallows the Dragon Ball and departs to retrieve the last one.

Meanwhile, the other Jump Force members take Greed to Shura, where they are greeted by Kenshiro and Mikleo. They task Ken's sister to safely extract the Dragon Ball from Greed so that Rias can destroy it. As massive armies of Hollows led by Oceanus Shenron and Nuova Shenron arrive in Shura as well, Kenshiro gathers his own troops, accompanied with Sorey, Mikleo, Zavied, Mustang, Akame and Naruto.

At first, the Hollows throw themselves against the protective dome surrounding Shura, with only a few of them actually making it through. As they attempt to go around the Shuran armies, which would endanger Greed, the Jump Force decide to partly open the barrier to keep the enemies in front of them. The strategy works, but at the cost of massive hordes of Hollows suddenly invading Shura, which leads to a fierce battle.

Although they are able to take down many enemies, the Jump Force and the Shuran armies are outnumbered and overrun. However, Goku arrives with Renji and Chad and turns the battle in favor of the defenders of Earth thanks to his Mastered Ultra Instinct. The Shadow Dragons resort to use massive siege weapons which lay waste on the battlefield, prompting Rias to join and save Akame and Lin.

However, this leaves Greed and Kenshiro's sister much more exposed to Nuova Shenron, who infiltrated in order to take the Dragon Ball from Greed. Greed attempts to fight back, but Nuova Shenron and Rage Shenron overpower him. Naruto arrives and manages to kill Rage Shenron with a Rasen-shuriken in Sage Mode while Sorey fights against Nuova Shenron. Meanwhile, despite holding her own against the combined forces of Rias, Akame and Lin, Oceanus Shenron is killed as well. Sorey is defeated, but Greed stabs Nuova Shenron from behind, killing him. With the Shadow Dragons defeated and the Hollows routed by Goku, the Jump Force seem victorious.

However, Omega Shenron teleports to Shura as well to obtain the only missing Dragon Ball: the one inside Greed. All the Jump Force, Lin, Kenshiro, and Chad gather to defend Greed, but Omega Shenron effortlessly defeats them one by one, including Sorey, who is briefly able to hold back Omega Shenron, much to the Shadow Dragon's surprise. Figuring out that they have no other choice, Greed asks Rias to destroy the Dragon Ball herself, which will kill Greed.

Rias reluctantly agrees and successfully shatters the Dragon Ball moments before Omega Shenron can get it. However, Omega Shenron uses the power of the other six Dragon Balls (namely the one from Touya's Smartphone) to revert time and restores both Greed and his Dragon Ball, which he rips out of Greed's chest, killing him for good. Having finally gathered all seven Dragon Balls, Omega Shenron prepares to execute his plan, but Goku arrives and catches Omega Shenron off guard, unleashing his full power and the full might of a Mastered Ultra Instinct Dragon Fist upon the Shadow Dragon in a last-minute attempt to stop him, severely wounding Omega Shenron as Goku's fist goes through his chest.

However, Omega Shenron survives the attack. He mocks Goku for not having hit him in the head and snaps his fingers activating the Dragon Balls, completing his plan. Omega Shenron is momentarily transported into the Dragon World, where he sees the Eternal Dragon as well as a younger Rukia, who asks what the cost of achieving his goal was. Sadly, Omega Shenron admits that it has cost him "everything". He then wishes upon the Eternal Dragon for half of the universe to be erased. Omega Shenron then returns to the real world and Goku furiously questions Omega Shenron about what he did. Omega Shenron simply smirks at him and teleports away as the effects of the wish manifest: half of all life in the universe is erased from existence, including Mikleo, Kenshiro, Chad, Rias Gremory and Zavied, leaving the survivors to look in horror and unable to do anything but accept defeat.

On the barren planet, Orihime, Uryu and Ichigo Kurosaki turn to dust, along with Touya Mochizuki, who tells Edward Elric that there was "no other way". Kirito is the last to turn to dust and pleads with Edward not to let him go. While a traumatized Edward laments his failure, Byakuya solemnly remarks that Omega Shenron has achieved his goal. Omega Shenron himself retires on a peaceful planet and rests while satisfactorily gazing out to the sunrise, considering his job done.

In a post-credit scene, Ciel Phantomhive and Zombina also witness the effects of the wish. Zombina and Ciel also turn to dust, but Ciel manages to send a distress signal using his pager before vanishing. As Ciel vanishes, his pager falls on the ground and displays the code number of Zero Two.
